Open Training Base is one of vocational education teaching sites. It has integrated functions of teaching, training and skills identification. The construction of Vocational Education Training Base is an important aspect of developing vocational education vigorously. However, the construction of Open Training Base is a pioneering work, both in theory and practical experience it is just stared or in its initial stage. When Open Training Base was put into use, there will be some discomfort. So, the reasonable and effective evaluation of the Open Training Base is very important, and it is an important proposition in the operation of Open Training Base now. Learn from the experience of western countries, to adopt Performance Evaluation as the effective management tools in Open Training Base's operation is an inevitable choice. The Performance Evaluation can provide a scientific basis for education policy-making, and regulate the operation of Open Training Base. It is an effective tool to promote the efficiency operation of Open Training Base.This paper is divided into five chapters:Chapter one is the introduction. It shows the background and significance of this study, the related research on Performance Evaluation in the Open Training Base's operation at home and abroad, the objectives, contents, approaches and innovations of this study. Chapter two shows the practical and theoretical basis of adopting Performance Evaluation in Open Training Base's operation. On the basis of survey, in this chapter it shows the current situation of Open Training Base's operation; points out the problems it has; states the necessity and feasibility of Performance Evaluation in the Open Training Base's operation. Then, it shows the meanings of Performance Evaluation in Open Training Base's operation. At last, it studies on the related theories on Performance Evaluation in Open Training Base's operation. Chapter three is talks about the construction of the index system and the designing of the assessment program of Performance Evaluation in Open Training Base's operation. On the basis of studying on the index system of Performance Evaluation in Open Training Base's operation, this chapter clearly shows the construction of the index system's goal and principles. Then, in this chapter it forms the index system and implementation. The fourth chapter treats the Simulation Training Base of the Nursing Vocational Education as a case, to show the role of Performance Evaluation in Open Training Base's operation, to provide the basis for the improving of the implementation and the index system, to verify the designed program.In general, the construction of the index system and the designing of the assessment program of Performance Evaluation in Open Training Base's operation is the key point of this paper, also is the most difficult and remarkable point.
