Nowadays, higher vocational education is making its way from scale expanding to inner depth building, as taking some measures to improve the quality of the education of vocational college. Among the measures, to evaluate the vocational college is a vital one. A new round of job evaluation of higher vocational college on personnel training came into practice in2008, which is on the basis of the original program, as well as continuous improvement of it. It learns from the idea of performance evaluation of enterprises, and uses the idea throughout the process of evaluation. The key task of the evaluation is to improve the inner depth and the total performance of the college, set up a new type of higher vocational education training of personnel evaluation of the new model. And the ways of evaluation includes using the data-collecting platform and site visits, in this way, the shortage lying in the personnel training process would be found, and then constructive comments can be bring after analyzing the cause.This article is based on the idea of performance evaluation, First sort out the trial and shortage of the development of the first round evaluation to draw out the new program evaluation; Second explore the management methods and deeds of personnel training in higher vocational college theoretically on the basis of present researches and relationship between the new round of evaluation and the performance evaluation of enterprises, as analyze characteristic of the new program evaluation, including target pay attention to the inner depth building, evaluation methods to handle, evaluation subject to multiple, evaluation method to remove level, evaluation logic to bottom-up; According to three higher vocational college in Jiangsu Province which undertake the new round of evaluation, generalize the idea of how the evaluation goes, including the deficiencies of the process to make the evaluation work better. The deficiencies include data collection is not accurate, part-time teacher ratio is high, social participation is insufficiency, the internal quality security consciousness is not strong; On the basis of set visits, try to give some advice on both inside and outside to improve the new round of evaluation to make a new round of assessment to better the implementation effect and give play to the function orientation and evaluation diagnosis. Outside suggestions include multiple evaluation mechanism, carry out continuous training, ensure participation of the social forces. Inside suggestions include strengthen self-evaluation idea, complete the data acquisition platform, strengthen internal quality assurance.
