| Shanghai Public Practicing Center,founded in 1998,is the first public practicing center countrywide,constructed and operated by the government.It bears the task of improving the level of professional skills of the industry-wide employees.After ten years,the public practicing center has been the practicing environment of a certain scale of vocational skills training,containing software and hardware facilities and equipment.The scopes of training cover 79 occupational categories,more than 160(rank)occupations,training 45 million people annually.The public practicing center is transporting a lot of qualified high-skilled personnel for Shanghai and the country,in the time of transforming the pattern of economic development and industrial structure adjustment.In fully affirmed the training base to achieve remarkable results,we should also see some of the shortcomings,need to be vigorously improved,especially in the base service performance evaluation.Using theory of organizational performance evaluation and public satisfaction,by using the methods of literature research,empirical research,questionnaire survey,it is pointed out that Shanghai Public Practicing Center current performance evaluation problems.These problems include that assessment mechanism does not have continuity,evaluation concept is old,evaluation index system is incomplete,and a lot of service object are not involved in the assessment process.Consequently,learning from the advanced experience of Australian TAFE performance evaluation,this article proposes that performance evaluation subject is the service object,performance evaluation target is the satisfaction of the service object,constructing performance evaluation system regarding the service object,and establishing long-term performance evaluation mechanism by the satisfaction of the service object.On this basis,this article tentatively designs Public Practicing Center Satisfaction Index Model,referring to the mature satisfaction index model(ACSI model).Based on the variable factor of index model,the author designs corresponding the public satisfaction survey questionnaire,subsequently carries out the investigation and data collection.The article thoroughly analyzes the data of Shanghai Public Practicing Center service performance of public satisfaction by data analysis software(SPSS and LISREL),quantifying final-results of the assessment,looking for the concrete problems of Shanghai Public Practicing Center and proposing suggestions finally. |
