In order to carry out the government policy of developing vocational education, Shanghai Education Commission have entrusted the first thirty-four vocational schools in Shanghai with the task of setting up technical and vocational training centres open to the public since the year of 2004. These training centres, up to high standard and of good quality, are supposed to enhance school infrastructure and teaching faculty, offer students platform for practical activities, thus promoting curriculum innovation and teaching reforms, establishing a new pattern of training talents in vocational schools.As vice principal of Shanghai Economics Management School, one of the thirty-four schools hosting the training centre, the writer has been taking charge of the school teaching affairs, including the operation and management of the training centre, for quite a few years. With an experience of more than six years in managing the training centre, the writer has been working on giving a right picture of training centre's performance. The writer has gained a large amount of first-hand information by visiting quite a few training centres, interviewing a large number of related personnel, as well as making different questionnaires on teachers and students working in training centres. As a result, the thesis is written through different methods, including interview, questionnaire, field trip and action study.The thesis not only recognizes the effectiveness made by training centre, but also reveals the problems which many training centre are facing. The thesis points out the major problems, such as inappropriate management approach, unmatchable teaching capability and inadequate operation expenditure, are mostly caused by the lack of effectiveness in government policy, clarity of school function and linkage between school and enterprise. The thesis also illustrates some solutions to these problems, including completing policies and regulations, constructing practice teaching system, building practical teaching faculty, implementing school-enterprise linkage and improving quality control.
