| In recent years,with country economy shifting from an extensive form to an intensive form,and the building of modern economic system,the status of Artificial Intelligence(AI)is rising up,technical skills are being updated at a rapid speed,and all these factors are promoting the transformation and upgrading of the industry;at the same time,it also contributes to the popularity of Shared Economy,which pushes the teaching reform in higher vocational colleges to deepen education from an external view.Under this background,as the main practicing platform of training students' technical skills,the training-bases in higher vocational colleges also gradually upgrades from the fusion bases of production-education to the open public skills bases based on new technology and skills.Meanwhile,they are opened to the region,industry and similar colleges,which would increase the functions and stakeholders of the bases;as a result,the stakeholders how to share the bases comes to a problem which would affect the implementation of bases' multi-function and endanger the multilateral sharing,if it is not handled properly.Therefore,to establish a scientific and reasonable Operating-Sharing Mechanism in order to promote the smooth,orderly and efficient operation of those open public skills training-bases in agricultural vocational colleges,and to provide the system guarantee for the benign development of that,is not only the need of the vocational colleges development,but also a great significance of cultivating a large number of skilled personnel with creative ability of agricultural technology,and carrying out and implementing the strategy of rural areas revitalization.The Operating-Sharing Mechanism sits at the top of the pyramid made up of the bases' function,operation and management,while its building purpose is to ensure the smooth implementation of the functions,and to strengthen the foundation of its openness and sharing nature.At present,as a new form,the open public skills training-bases in higher vocational colleges are still in the early stage of development.Although they have achieved initial success in the infrastructure construction,organization construction,operation mechanism,functions and so on,there are some outstanding problems such as:unsound social functions,weak soft power,and unsound Operating-Sharing Mechanism which are caused by some internal and external causes:insufficient policy support,tough self-management and so on.All the above leads to the internal constraint among different functions and some conflicts between various stakeholders during real operation.In view of the educational nature of the bases with other features,such as:open,public and sharing,as well as innovative and entrepreneurial,we tightly follow the sharing needs of talent cultivation and new technology from the investment bodies;use relevant theories in different areas:vocational education,educational cost sharing,public products,sharing economy and innovative enterprises;use research methods such as empirical approaches and experiential summary etc.as well;provide solutions to the main existing problems from different dimensions such as policy support,high-standard construction,soft power improvement,building a cooperative Operating-Sharing Mechanism and constructing a sharing mode,that is,to explore the strategy for the construction and improvement of the Operation-Sharing Mechanism.The research conclusion offered by this paper shows that it can satisfy the sharing needs from different participants such as:government,industries,colleges and enterprises with the synchronized operations among the bases,multiple functions,which will expand the openness and promote the benign development of these bases,at the same time,it will further strengthen the effects of bases in the development of agricultural higher vocational colleges,related industries and regional economies,as well as cultivate the high-skilled personnel for "agriculture,rural areas and farmers",in order to achieve the goal of rural areas revitalization. |
