Quality of higher education is one of the main concerns in the world higher education reform. In our country, along with the market economy system established and the reform of higher education administration system deepening gradually, especially with higher education popularization speeding up, the acceleration of higher education quality has attracted widespread concern in society. As an important measure to ensure the quality of higher education, higher education evaluation has become an important issue in the reform and development of China's higher education. Throughout the history of higher education evaluation and practice in our country, the higher education evaluation has played a major role on the overall quality of higher education, but also showed a lot of problems. The most prominent problems are those: evaluation activities highlight the tendency of the administration, and the assessment index system and the science of the conclusions of evaluation are not enough; and most universities are passive, the positivity and initiative was not fully exploited in the assessment; the intermediary agencies develop slowly and the supervision of social community for the higher education teaching evaluation are not enough and so on. Therefore, it is especially important to summarize the problems timely from the evaluation of higher education in the implementation process, and bring forward the corresponding improvement measures based on the advanced experience of the higher education evaluation from the developed countries. This is particularly important to build higher education evaluation system with Chinese characteristics, scientific, and to promote quality improvement as the goal of higher education.First of all, the paper starts from the theory, analyze in depth that the higher education evaluation system played an important role on quality assurance system of higher education in our country; secondly, explore the main problems from the all aspects of the development of our country higher education by combing the development process of evaluation system of higher education, and analyzing its the internal logic law of evolution and development rule; then, through comparative study, analyzed and summarized the main mode of higher education evaluation system and its development trends of western countries, and learn the experience and lessons in higher education evaluation system from these countries; Finally, this study proposes to construct national conditions of China to the government, universities and social trinity of higher education evaluation system, and determine the position of government, universities, social functions of evaluation in higher education. That is, from the gradual transformation of government functions, establish and improve internal security system of colleges and universities, the establishment of effective social supervision system, etc., to propose the ideas and countermeasures of institutional innovation on the evaluation system of higher education.
