Research On The Conflict And Co-ordination Mechanism Of The Administration Power And The Academic Power In Chinese Universities

Higher Education in China is facing many great challenges when it has taken the developing path in pursuit of its meaning and quality. In those great challenges, the relation between the administration power and the academic power in colleges and universities has become the bottleneck that obstructs the development of Higher Education in China. In recent years, the main problems with the relation are that the administration power has extended over when the academic power has weakened; the administration power has taken some of the academic power's duty; the administration power has invaded the developing field of the academic power. Therefore, it is extremely urgent to build a set of coordinating mechanism and coordinate the conflict and ambivalence between the administration power and the academic power.In fact, building the coordinating mechanism is a process of configuring these two kinds of power in colleges and universities, because the relation between these two kinds of power is rather strained. The bad relation has led to many harmful results:resources of colleges and universities are wasted badly; the notion of official standard is prevailing among the administrators; academic corruption is growing and spreading in colleges and universities; positivity of academic organizations and staffs are dampened. These harmful results obstruct deeply the development of Higher Education in China. Therefore, the coordinating mechanism must make sure the limits of the administration power and the academic power so that it can promote the development of Higher Education in China. In this way, the concept of academic freedom and self-government will be popular in colleges and universities in China.Therefore, the research focuses on building a set of coordinating mechanism for the administration power and the academic power. It used the research fruits of building such a set of coordinating mechanism in western countries for reference. It gave some suggestions to build a set of coordinating mechanism about the legislation, perfecting the management system, introducing judicial supervision into the coordinating mechanism. The purpose of these suggestions is to realize that the higher education administration could manage the campus according to the law; academic organizations and staffs could take the academic power completely by the protection of the law. Especially, the research paid more attention to coordinate the relation between these two kinds of power by law in order to find out the new idea of building the coordinating mechanism.
