In recently years, our university has expanded rapidly, but the teaching quality and research levelof our country’s university is not improved, or even drops down, the reasons of causing such asituation is multifaceted, one of the reasons is that the university is administrative. Due to the thoughtof officialdom standard, the values of the universities have been distorted, the university loses itsvigor and energy.At present, our country university administrative power generalization phenomenon is moreserious, the whole high education system likes hierarchy government facilities. Mainly manifested intwo aspects: firstly, from the point of view the outside of the university, the governmentadministratively manages the university; secondly, from the point of view the inside of the university,the university administratively manages themselves. The specific performance: the governmentadministratively allocates the education resources,“the integration of university and government”management system. The leaders of the university are mainly appointed by the higher educationadministrative department, on important matters such as recruiting students, school size, allocatingfunds, scientific research project, they must present them to the responsible authority, they lack thenecessary autonomy of the privately-run schools. The administrative personnel of the university isofficial, establish the decision-making management mechanism, in which the university president asthe center. In the university, administrative institution takes centre stage, in charge of decision-makingpower of all the things in the university, academic institutions obeys the administrative institution andtakes the weak position.The generalization of administrative power, will lead directly to low administrative efficiency ofmanagement of the school, resulting in a waste of educational resources. Officer’s standard thoughtoverflows, resulting in the utility of higher education, loss of the social function. And it will surge thecontradiction inside the school, inhibit the enthusiasm of teachers and scientist, restrain the academicinnovation, cause academic spirit to be lost, the university lacks vigor. There are many reasonsleading to the generalization of university’s administrative power, for example, historical andrealistically reasons, the influences of the complicated social environment and problems that exists inthe process of development, the factors with the system and human and so on. So the university needsto de-administration urgently.Based on such an understanding and the original research results, this article is focused on the analysis and countermeasure research of administrative difficulties for Chinese colleges anduniversities, adopting documents, comparative method, history research and so on, introduce thestatus and cause of China’s administration problems, analyze the necessity and feasibility ofde-administration, the dilemma faced by de-administration, contrary to these dilemma put forward thespecific countermeasures of de-administration, expecting to provide a preference for thede-administration reform of the Chinese colleges and universities.
