The State Council of China approved'The instruction to introduce teachers'merit pay in compulsory education'on December 21,2008, and decided to begin the program on January 1,2009.From now on, research on merit pay will extend to elementary and junior middle schools. Differences in economic development and education level have caused much misunderstanding in this new instruction. This article introduces a performance appraisal system which can be used in elementary and junior middle schools.There are six parts in this article. The first part is an introduction,which reviews the background of teachers'merit pay, both theoretical and practical, and presents the main content including the concept of innovation. The innovation spot and technical route is introduced in this part.The second part reviews current research in both foreign countries and China. It defines teachers'merit pay and performance appraisal. It also includes a summary of related theory which is necessary. These part will be very useful for the later research by other writers.The third part is the design of a system of evaluation. This includes two types of evaluation; the first for appraisal of performance and the second for weighting the various components of appraisal. The end of this part will be analyzed in the later part. This part is the base of later writing.The fourth part is the establishment of a performance appraisal system. This part introduces appraisal of the junior middle school teachers'performance and the principle of the system of indexes. Factor analysis will be used in this article. The author uses SPSS.17 to analyze the appraisal system. Four evaluations, or dimensions, of the teacher are employed:morality, ability, checking on work assignments, and finally performance of the teacher. Every dimension includes six or seven indexes.The fifth part introduces the Performance Appraisal System and gives an explanation of how it is used. Qualitative indexes are evaluated by Fuzzy Synthetical Evaluation. Quantitative indexes were evaluated by the exact value method.The last part is the conclusion, including results and limitations. These things can be used in the later related research.
