The merit pay system for teachers, which has been implemented in schools at the compulsory education stage since Jan.1st2009, does not only serve as a significant measure for the nation to promote the balanced development of compulsory education and the milestone for the enhancement of teaching staff construction, but also draw profound attention from the Party Central Committee as well as the State Council, fully demonstrate their concern and love for the education undertaking, and showcase the solicitude for mass teachers. Aiming to guarantee the average wage level of teachers in a legal manner, the implementation of merit pay has drawn warm social repercussions and a high degree of attentions, which enjoys great realistic significance and far-reaching influence to stimulate mass teachers to devote themselves to the undertaking of imparting knowledge and educating people, attract and encourage outstanding talents to engage in long-term and life-long education.Making an overall discussion on the foundation of merit pay, remuneration management and the theories, the article selects, by taking the advanced experience for implementing merit pay of teachers in elementary and secondary schools both at home and abroad for reference, X School as the typical case, introduces its background to carry out merit pay for teachers, and conducts research on individual case from the formulation of performance appraisal to the implementation of specific measures. The case schools chosen represent current situation of carrying out merit pay in major schools at the compulsory stage in D City. In addition, the paper conducts comprehensive analyses on the cases and studies the causes of existing problems in order to verify the aforementioned theories.The article focuses on the problems appear in the reform of merit pay for teachers in X School, to name a few, the wide gap between wages of elementary and secondary school teachers and the high salaries of civil servants, salary differences between local teachers, urban and rural teachers, and even teachers of the same rank in the identical school, incapability for characteristics of education industry to demonstrate in a perfect manner under the remuneration system, and the new-round trap produced by teacher managers on emolument stimulation under the new system.On the basis of analyzing reasons for the proposed problems in the merit pay reform of teachers in X School, the last chapter performs analyses on how to standardize the allowance and subsidy of the school, how to establish financial security featured by hierarchical classifications, and how to construct in a scientific manner a rational system for performance management etc. Meanwhile, through a comprehensive analysis on relevant literatures, the author proposes some countermeasures and suggestions on the implementation of merit pay for teachers in X School.
