Since Compulsory Education Law was put into use in 1986,compulsory education has made great achievements and played an important role in improving the quality of the whole nation. With the revision and implementation of the new compulsory education law, the issue of compulsory education aroused another surge in academic field, especially in the process of economy reforming, the issue of compulsory education investment, education investment efficiency, random fee collection and the phenomenon of education waste have become the focus of the public.Taking education investment theory, education investment efficiency theory as the starting point, the paper analyses the present basic characteristics and investment situation of Chinese compulsory education. Taking compulsory education investment of 12 districts of Jining Shandong as an example, the paper explores the reason why the efficiency of compulsory education investment is not high. In economy transforming period, the government acts as the main undertaker of compulsory education investment and provider of education system, and the education runs in the market economy as the last fortress in planned economy. The asymmetrical information between government and schools, the lack of education fees provided, the dislocation between system supplier and demand and the flaws in education investment system, all these lead to massive waste of education resources and low investment efficiency. The paper gives some suggestion on improving compulsory education investment efficiency. Only by system innovation and market, government's macroeconomic regulation can education using efficiency be enhanced effectively. Thus offer reasonable education policy and teaching plan for policy-maker and superintendent, determine the direction of compulsory education reform and provide theoretical basis for compulsory education reform.The paper consists of five parts: The first part is introduction which is about the significance, goal, structure and method of the research. The second part is a summary about the correlated theories and present situation about the research. The third part tells us the connotation, features and present investment situation of compulsory education. The fourth part is the example analysis of Chinese compulsory education. Taking middle and elementary schools of 12 districts of Jining Shandong as an example, utilizing the single target in evaluating education investment efficiency, the paper analyzes compulsory education efficiency and factors of its influence on compulsory education investment efficiency. The fifth part is about the suggestion on improving compulsory education investment efficiency which is enlarging compulsory education investment dynamics, overcoming direct and indirect waste in education investment, improving education quality, advancing balanced development of compulsory education and promoting rationalization and equalizing of education resources disposition.
