Independent colleges are a new form of higher education institution. As applicants, state-run universities use its intangible asserts gained in the course of running its school, by adopting civil-run mechanism,absorbs tangible asserts of business organization, on-governmental organization, social organization and individuals. Independent institute is a new substance appeared in the process of higher education basification of china. It affords applied undergraduate education and focuses attention on teaching, not on research, which fills in the gaps of higher schools classification system of china. Teachers are the soul of universities. For independent institutes, the key point to compete with traditional universities is to build up a suitable faculty of its own. How to improve the teachers'professional identification and establish a stable high-quality team of teacher is very important. This is a subject related to improving their education quality steadily and sustainable developing for all the Independent Colleges.The construction of teaching team of independent colleges has been one of its development bottlenecks for there exists a body of low-level teaching staffs with many elderly and young teachers but few middle-aged ones. For three typical cases of independent colleges, this paper designs questionnaires on individual needs and transfers of in-service teachers, investigates and analyses their individual needs, their structures, turnovers and the reasons for turnovers to understand the individual needs of in-service teachers and teaching resource competitiveness and position of them in a market environment, and summarizes the main problems on allocation of teaching resource for them. On this basis, with the strategic management of human resources, ecosystem and ecological competition theory, it analyses the teaching resource environment of independent colleges and teaching resource eco-system itself, and discusses the complex and deep-rooted factors that influence the allocation, and its mechanism. Then it analyses the independent colleges' situation of the competition for teaching resources with SWOT tool, comprehensively evaluates the strengths and weaknesses against its competitors, as well as a variety of opportunities and threats that the environment provides, to help faculty resource managers to clarify ideas, seize opportunities, take advantage of strengths and avoid weaknesses, match and combine its strengths and the environment, and at last it set up the system of independent college teaching resource optimized allocation including strategy and operation practice.
