The development of education system would be the core to determine whether or not our country's education can be developed on the right track. A strong faculty and cadres team would be the backbone in order to run a school properly. And those vigorous cadres will foster the faculty team or form the solid foundation for a outstanding school. In our country, a school is running under the headmaster responsibility system, therefore, headmaster is the key leading the school to excellence.On the basis of global fundamental education reform and execution of quality education, our country is in urge need to foster a group of high standard headmasters with integrity in order to drive the better development of education system. In 1989, the State of Education Commission published"Opinion regarding to enhance the training for headmasters of Secondary and Primary School". This opinion have been followed and executed by all trench of government from provincial to local county level. A campaign known as Three Eminence stands for eminent teachers, eminent headmaster and eminent school.In 2009, as an effort to forward the building of a strong headmaster teams in the secondary and primary school in Shandong Province for the education reformation and development, the Shandong Education Bureau and the Shandong Finance Bureau promote a join program known as"Campaign for Eminent Qilu (known as Shangdong) headmaster"with aim to uplift the career integrity, teaching capability, academic standard, education management experience, research capability, school management and other aspects. Then, these headmasters should be able to execute the Party and the nation's education policies, and be good examples to others headmasters are respect to the school regulation and promotion of quality education and reformation. Therefore, the research on those individualities of eminent headmasters has an important would be strong support to spread of propaganda of Eminent Headmaster Project. In all, this thesis carry a dual academic and realistic application purpose.The advantages of this thesis including: First, it concludes and sum up the results of previous researches and build on the theory framework of individualities of eminent headmasters. Secondly, by applying the developed framework to analyze this traits and reach the conclusion that has both theoretical and practical value. Third, the thesis pinpoint realistic ways and means to foster headmaster and aim for perfection.The thesis is content of four parts:Part 1: Study the origins. Mainly introduce the thesis selection, research methodology, and defines various important concepts.Part 2: Thesis foundation. Mainly consist of background of the research, identified and analyze the individualities of headmasters of our country or foreign countries. Obtained all the traits that those eminent headmasters should possess. And given these defined traits to form the research framework.Part 3: Case and Study. First, there is a selection headmaster from junior high school. Then based the eminent headmaster trait analysis framework that have been developed, we analyze the individualities of some selected headmasters from the pool of Qilu eminent headmasters from Shandong Province. The analyse conducted via three aspects such as basic qualities, school management approaches, management capabilities. Those basic qualities are consisted of psychological qualities, job integrity, profession knowledge, professional development and self-development capability. School management approaches includes renovation and reform sense, scientific thoughts to run the school, education specialties application, education service concept, and scientific development sense. Management capabilities have education leadership, education research and practice capability, ability to build school culture, keen ability to select talents and be able to nurture them, charisma, public relationship and interpersonal skills, scientific mind to make decision.Part 4: Conclusion and discussion. First, the thesis concludes the traits of the selected group of headmasters are still fall shorts in comparison to those qualities that should be possessed by the eminent headmasters. For instance: the fall shorts in the professional knowledge, the lack of capabilities for innovation and reform, the research ability level needed further improvement, therefore, they are not a remarkable example as eminent headmaster's image. Secondly, the thesis discusses the training issues such as the qualification of the trainers and the training model for headmasters. Finally, the thesis suggests few ways for headmasters for their self-development: 1.Follow the concept of life-long learning, and improves the professional qualities. 2. Endeavour to change the management style and upgrade the competitiveness of school. 3. To promote the education research level in order to match with the trend of education reform. 4. Aim for higher self accomplishment and uplift the own charisma.This thesis can be referred to be the theory and to provide an approach for the education department and education organization to implement headmaster training scheme. This can be also applied as the guideline for those who would keen for better self development. Finally, this provide support for further researches on the similar subject.
