A Research On The Evaluation Of Training Primary-Secondary School Headmasters

Primary-secondary school headmasters training (PSSHT) is a career training programme, planned and required by the state, arranged, organized and practised by different levels of educational administrative institutions, undertaken by colleges or educational training institutions. In the twenty-year training practice from "Eight-five" to "Eleven-five", with the futher reformation and extention of training education, the requirements of PSSHT are shifted from quantity to qulity.In accordance with it, it is of vital importance to set up an academic and systematic evaluation machanism of PSHT, to promote the development of self-construction, self-evaluation, self-reform by headmasters and training institutions, thus to build up the long-term garanteeing machanism of training evaluation in enhancing training quality, promoting the development of training career.This study is carried out through interviewing, meanwhile, employing surveys done by the Ministry of Education Personnel Division, communicating face-to-face with the headmasters, to know the trainees' opinion of the training institutions and their evaluation. The present study will be done by the use literatur, collecting and sorting out the research results of PSSHT. Based on analysis of the features, purpose, functions, types, principles, current state and trend of PSSHT, training institutions, quality controlling and evaluation system will be set up. To promote implementation of the evaluation of PSSHT, it is essential to set up Department of Educational Administration and intermediary agencies as mutual contact of the rating agencies, to control the process of evaluation, to change the traditional concept of evaluation, to sythethize evaluation methods, to strengthen the transformation of the evaluation, to finally achieve a sustainable development of PSSHT.
