In the era of knowledge economy, economic globalization and internationalization are speeding up, so continuous improvements of knowledge, skills and abilities are required for prosperity of a country, progress of a society or survival of an employee in a company. Man, as the bearing subject of knowledge and skill, is becoming the research topic for experts and scholars. In recent decades, workers and their employment ability, of different levels and periods, have received wide attentions of the whole society. During the transition process of economic and social systems in China, businesses and workers face growing possibilities of changing and risk, which is also the same for employment uncertainties. The issues of employment, unemployment, and reemployment are closely related to workers'individual abilities, so finding ways of improving workers'abilities is not only related with workers'living conditions, but also good for improving the performance of an organization, advancing national competitiveness, and promoting social harmony. In short, employment problem has become an important practical and theoretical problem facing enterprises, governments, individuals and even the whole society. At present, the time of the research about employment ability abroad is much longer and mature, but its research object mainly is general laborer, and not is subdivided. But the time of the research of domestic employment ability is short, the content is not very mature and system, research object mainly concentrated in college graduates. Therefore, we can see that whether foreign research about employment ability or domestic study angle has appeared in a certain deviation, and didn't take the small and medium-sized enterprise employees as a specific object of study and the study of how to keep and develop their employment capability of successfully employment employees or labor also less. In addition, the realization of development responsibility of people about staff employment ability appears biased, and all the blame for individual staff, regardless the responsibility of the small and medium-sized enterprises and society. Therefore, this article mainly use small and medium-sized enterprise employees as the specific research object, this paper hope for providing certain theoretical supports of cultivation and development of small and medium-sized enterprise staff employment ability by studies. The mainly purpose of this studies as the following two aspects:first, the qualitative analysis of small and medium-sized enterprise staff employment ability, then verify qualitative research by empirical research, finally attain SMEs staff employment competence model; Second, through the research and analysis, puts forward some Suggestions and countermeasures about how to ascend small and medium-sized enterprises employees employment ability for the tripartite responsibility subject.Based on relative literature information, this paper illustrates the background and significance of the research. On the basis of theoretical review of the domestic and foreign employment abilities, this paper explores the characteristics of employment ability of staff from small and medium-sized enterprises, and the necessity of making this research, which summarize the compositional principles and elements of the employment ability of staff of small and medium-sized enterprises. Making questionnaire on the employment ability of staff of small and medium-sized enterprise through the Delphi Method, and making some descriptive statistical analysis,relative analysis,and regressive analysis on the questionnaire data, which finally obtain the compositional model of the employment ability of staff of small and medium-sized enterprise, and verify the qualitative research. In addition, on the basis of empirical research, we put forward some suggestions and solutions from the staff, the small and medium-sized enterprise, and the society, which are the top 3 developers of employment ability. Finally, we sum up the research conclusion, point out the deficiencies, and propose the research direction for the subsequent studies.The innovation of this paper as the following aspects:one is take the of small and medium-sized enterprise employees as the research object, concluded that the elements of improve staff employment ability; based on the induction and depth analysis the theory of small and medium enterprises in domestic and foreign employment ability, it is model through empirical analysis is based on small and medium-sized enterprise staff employment competence combining qualitative and quantitative research, make the model and conclusion more scientific; Three is take employees, small and medium-sized enterprises and government as the three common responsibility subject of improving small and medium-sized enterprise employees employment ability, the paper gives some countermeasures and Suggestions for improving the small and medium-sized enterprise employees and provide effective reference about employment ability on the basis of literature study and empirical analysis.
