Currently, small and medium-sized enterprises of science and technology inTianjin become an important force to promote the urban innovation of science andtechnology and economic development. The core competitiveness of small andmedium-sized enterprises of science and technology is technological innovation, andthe fundamental guarantee is talent intelligence. However, just on the fundamentalissue, there is a series of problems such as insufficient human resource investment,talent supply tension and unstable talent in the small and medium-sized enterprises ofscience and technology. Different from large enterprises, under the influence of theinner disadvantages of their own conditions, market mechanism is in a state of failurein solving the above problems of small and medium-sized enterprises of science andtechnology, which means simply adjusting or improving the internal managementmechanism of human resources can not fundamentally solve the above problems.To profoundly know the development level and problems of the talent teamconstruction in the small and medium-sized enterprises of science and technology inTianjin, our group designed a questionnaire on the personnel needs in the small andmedium-sized enterprises of science and technology of our city, which focuses on thesmall and medium-sized enterprises of science and technology with certification inTianjin. According to the analysis of the relevant data such as staff hierarchy, we findthe problems and causes in the process of the talent team construction in the small andmedium-sized enterprises of science and technology, identify the government’s role ofspecific support in promoting the socialization of human resources management ofsmall and medium-sized enterprises of science and technology, combining with therelevant empirical analysis of Tianjin, we also put forward operable and concretecountermeasures and suggestions from perfecting talent market system, strengtheningthe introduction of talents at home and abroad, strengthening the cultivation of humanresource, building the human resource sharing platform, providing the specific talentmanagement service, and creating a good atmosphere.
