Nowadays technology is never-ending changes and improvement, especially by Internet technology, mobile learning as the representative of the rapid development of information technology, these promote media technology to reform. Mobile Learning is a new way of E-learning. Learning at any time, any place and in any way has become a trend. With the continuous development of wireless network technology, increasingly sophisticated phone features and declining handset prices, mobile learning base on cell-phones is becoming the forefront of research in the field of educational technology and explore the hot spots. Research on M-learning has important practical and far-reaching social significance in education.This research chooses designing the content of M-learning resources as the research topic, and focusing on the content of learning resources for mobile learning base on cell-phone. How to play the advantages of the mobile phone in learning? How to design Appropriate and practical, reasonable and effective learning resources for it? In the end, what kind of knowledge or the content may suitable for mobile learning by mobile phone? In other words, what kind of mobile phone learning resources form should look like? How to Arrangement and organization the learn contents in reasonable and orderly? What form of these resources presented to the learners through mobile delivery systems? These important issues will be in-depth study and discussion in the article.This article outline of mobile learning base on cell-phones and its characteristic, at the same time, extensive reference to relevant research. Base on these, summarizing in-depth the features of mobile phone learning resources, constructing the general flow of content design of mobile phone learning resources. Then, as the basic of process framework, analyzing college students'needs on learning resources for mobile learning base on cell-phone. After that it chooses English courses as example to analysis and discussion thoroughgoing and painstaking the design of mobile phone learning resources from content determined and presentation. Finally, the paper summarizes the work and points out the inadequate and further research.Through this study, the researchers tried to find new ways and new methods for design the content for mobile learning resource, the final conclusions of the subject will provide greater reference to Mobile phone operators and developer of mobile phone learning resources.
