The rapid development of computer technology and network communication technology that make us into ubiquitous network era, and provided a learning technology environment that is in everywhere for educators and learners. By the influence of ubiquitous computing technologies, the concept of ubiquitous learning came into being, which will become the direction of development of the future digital Learning and the basic way of constructing lifelong learning system. The realization of ubiquitous learning environment, not only need ubiquitous communications network and terminal equipment, but also need learning resources that can absorb the wisdom of groups, real-time evolution and shared. The development of network concept and technology about Web2.0 generated a lot of scattered, unstructured network learning resources with generation, openness, connectivity and sharing. This effectively supports ubiquitous learning.We need to optimize high quality network learning resources from a number of scattered, mixed optimization of network resources by a variety of ways. They are shared and communicated among heterogeneous systems and different learners by a variety of intelligence sharing ways, which satisfies the personalized learning of the different learner communities, achieve the demand of ubiquitous learning for network learning resources. The goal of the study, which is also the key content of the research, is to create the mechanism for the efficient organization of unstructured network learning resources, construct the effective management methods of the unstructured network learning resources, optimize the use way of the unstructured network learning resources and intervene the application process of unstructured network learning resources. Then the research significance is that to improve the ideals of learners on ubiquitous learning, and enhance the learner's information literacy and learning literacy.By studying much literature and observation, defining the concept of ubiquitous learning and unstructured network learning resources, elaborating the correlation theories of resource sharing, carrying on the literature summary to the domestic and foreign research. In the process of action research, we find that unstructured network learning resources are variety micro-content,such as a dairy in blog, network bookmark, video and audio, e-book and URL and so on. According to the characteristics of micro-content, the aggregation model of micro-content is extracted. It is found that there are good resources organizational structures and operating mechanism in every micro-content. Which make those unstructured, scattered and dynamic resources can be highly effective used by learners,and create the more wisdom resources.By the action research, which research and summary the gain way, share way of cross platform, some problems of resource sharing and optimization method, and resource sharing mechanism. Bringing forward the internal structure model and shared model of resource. The way, model and optimization method make the learners have a clear understanding for unstructured network learning resources, they can support and effectively meet the demand of ubiquitous learning for different learners.The research which is on unstructured network learning resources based on web2.0, the non-mainstream resource, is significant for the construction of network learning resource, learners` information literacy and learning ability. Unstructured network learning resources will be widely used in learning and teaching.
