With the continuous development of information technology and network technology, open educational resources have developed rapidly. Our country’s high quality education resources are relatively scarce. In order to promote the equity of education and improve the quality of education, the country has advocated sharing quality education resources. As early as 1999, We had released of" Action plan for the revitalization of education in twenty-first Century" and proposed to rely on modern distance education network to offer high quality of the network course, organize the national first-class teachers to teach, to achieve the sharing of education resources across time and space. After that, the Ministry of Education launched the construction of quality courses in 2003, then launched quality video open class and quality resource sharing courses and other work in 2011. These things are useful attempts in this regard. The national initiatives promote the construction of the network education resources and the sharing. But there is a gap between the expected effect and the shared effect.This study researches on the national network education quality resource sharing courses. It makes system analysis the construction and application of the course and sharing, as well as the problems in sharing. The study explores the elements and ways of sharing. Finally, it puts forward the suggestions on the deep problems of network education resources sharing in the future.This study selected the 2012’s and the 2013’s national network education quality resource sharing courses as the research object, tracking the whole process of the project, including the early stage of the course construction and the late stage of application sharing.During the construction stage, the research mainly analyses the sharing mechanism, sharing method, resource enjoyability, sharing effect and user experience. The analysis shows that these courses have significantly improved than the previous online education courses in these four areas. At the same time there are some problems, such as sharing mechanism, organization and management system and operating mechanism are imperfect, and curriculum development standards are not uniform.The sharing study is the analysis of the practical application of the course, including the application of the network education in school, the application of other types of education and training in school, the application of the other educational institutions outside the school, the application of the Icourse network and the later construction support. The analysis shows that the sharing of courses have achieved remarkable results in the internal and external school. For instance, new technologies are continously applied and cross-school mechanism has been built. However, there are also some problems, for example, unbalanced development and long-term mechanism has not been established.In order to generally analyze the sharing situation, this study also selects some courses from the two platforms of the Icourse and the Xue Tang, then makes a comparative analysis between the national network education quality resource sharing courses and new online courses (MOOCs). The study has found that the new online course is more popular, and its sharing effect is superior to the national network education quality resource sharing courses.The characteristics of this research are to make a comprehensive analysis of the national network education quality resource sharing courses, and put forward 8 elements of the resource sharing, including learning motivation, technical support, user experience, quality assurance, achievement efficiency, interest mechanism, financial support and ecological environment. In order to better share, this study has proposed to develop mobile learning resources, establish effective mechanisms for the development of resources and ways of learning motivation.
