With the globalization of economic, the mankind has entered into the era of knowledge economy. Knowledge's production, dissemination and utilization have impacted directly the development and progress of economic. Technology has become the core of economics'development. Education is playing a direct promoting role in the development of national economic and technology. Particularly, high-level education provides a lot of talents to create much spiritual wealth and material wealth for the socio-economics'development. In recent years, as college enrollment expends, the quality of high-level education declines, and the training mode of college has no longer meet the need of society and economics'development. At the same time, society generates new demands and expectations of college students. Their learning ability and creative ability are the most quality which employers value. Teaching quality needs to improve, and the intense employment environment requires undergraduates to develop their own comprehensive capacity. Therefore, the high-level education must be reformed. With the development of society and the reformation of education, the mode of research-based learning was produced.Research-based learning means that with the guidance of teachers, the students themselves choose the subject from study and life which according to their interests, and create a similar scene of scientific research, use scientific methods to take the initiative to acquire knowledge, to apply knowledge, and to solve problems, so the practical ability and creative ability of students are trained. More than ten years of primary education, undergraduates have a certain accumulation of knowledge, practical experience and self-learning ability. Through research-based learning, we can respect the dominant role of students, develop their creative thinking, and improve their abilities of analysis, problem-solving and creative. We also can promote the teaching reformation of university and improve the level of college education, and then promote the development of high-level education.To undergraduates as subjects, firstly this paper analyzes the learning situation of undergraduates to identify current undergraduates'problems and shortcomings in research-based learning. Secondly, the paper makes association analysis on undergraduates'research-based learning and innovation capability, and points out that the research-based learning is a fundamental way to develop students'creative ability, and the development of students'creative ability is the ultimate goal of research-based learning. Thirdly, this paper built the objective mode of the undergraduates'research-based learning based on fostering innovative ability, and built the evaluation index system and fuzzy hierarchical model of research-based learning ability, and use the FAHP to evaluate and analyze the model. Finally, from the view of research-based learning's time systems, space systems, and teaching systems, a strategy was proposed to ensure the effective implementation of undergraduate research-based learning.
