With the brutal social competition, social demands and needs of higher education gradually increased. China's higher education needs of social development should be closely integrated with the need of society developments and improve the quality and efficiency, enhancing comprehensive national competitiveness cultivate more high-quality, high-tech talent.The construction of high-quality teachers is the key point to improve teaching quality and research level of core areas, due to the complexity and particularity of profession of the College Teachers, we should assess the performance of university teachers according to the characteristics of activities, optimize teacher performance evaluation system, design scientific evaluation indicators, use reasonable methods to evaluate the performance of teachers. Nowadays, many universities take the human resource management system, which played a significant role on the improvement of teacher's enthusiasm, and promoted the teaching and scientific research development to some extent. However there do exist some problems, performance evaluation of teachers did not integrated with development strategy of school, its energy is still far from bringing into full play .Only by universities and teachers develop in all-round way can we provide high level, high-quality personnel training so as to improve Chinese comprehensive national strength.The paper discusses the subject background and significance of the research on performance evaluation system for university teachers.The subject analyzes teachers'performance evaluation on its relevant theory, content and elements. Investigates state and induct analyzes for problems of performance evaluation, comparing the reward and punishment evaluation model and the development of evaluation model from the professional characteristics of college teachers, sum up the performance evaluation of the characteristics of college teachers, and find out the problems and shortcomings. We build a university teacher performance evaluation system, established evaluation criteria and use AHP method to calculate performance indicators of relative weight value on each level. Finally, put forward corresponding countermeasures for the existing problems of Teachers'performance evaluation.
