With the acceleration of globalization of the world economy, full-dimension openness of China is facilitating the integration of China's education system into the world. The quality of talents has been the key issue of competition around the world, which not only brings opportunities for China education system but also challenges as well. In the other hand, higher education in China is faced with a great challenge from its count part from all over the world. It is thus necessary to reform exiting mechanism for higher efficiency and better performance. In such an intense competition, administration faculties plays a key role for the improvement of efficiency and performance[1] .Administration faculties in higher education institutes are the main body of management staff, whose ability and performance directly affect the efficiency and quality of education institutes. Performance evaluation is a effective tool to stimulate administration staff to improve their performance. Therefore it is necessary for a higher education institute to enhance a mechanism of performance evaluation. Base on the analysis of exiting performance evaluation mechanism in China as well as out of China, the paper summarizes problems confronting with exiting mechanism. Then we build up a performance evaluation model according to relevant management theories. By using AHP, the paper concludes indicators of the model for performance evaluation. In the end, we make a conclusion and give some suggestion for decision-making.
