In the wake of increasingly opening and deepening market economy in our society, the compulsory education period teachers moved more frequently. Teachers'reasonable move will undoubtedly promote the positive competition in teaching body, but in the practice there is a great quantity of unreasonable mobile phenomenon. The related domestic and foreign studies, especially the realistic research on the mobile of developing area compulsory education period teachers in our country has much room in depth; the survey to the move of the compulsory education period teachers in Le'an Jiangxi province has theoretical and practical value.Le'an County belongs to a developing area in the middle part of our country; there is obvious express of unbalanced development in the compulsory education period. So, in this background, what is the concrete question of the compulsory education period teachers'move in Le'an? How to solve the teachers'move question from the policy aspect? In order to probe these problems, it needs to use questionnaire survey and interview research method and develop the study in depth according to the social move theory and individual requirement theory.By means of questionnaire survey and interview, it can be seen that there are the following questions of the compulsory education period teachers'move in le'an county: the first is inequitable and delay in delimit organizational structure; the second, it is rural teachers run off more and county teachers over arranged seriously; thirdly, the common schools run off more backbone teachers; fourthly, the students are grouped in county town and the teachers area disturbs unbalanced; the fifth is material treatment differences causes the unbalanced move in compulsory education period teachers; sixthly, the local education administrative department intervene appositive. The unbalanced move of compulsory education period teachers in le'an causes: the unfair education , disturbs the regular teach order of school, a part of school teacher strength allocated unreasonable, the teacher ranks in common school and township school are unstable and serious in students sources running-off, and some other bad consequence, at last, all these consequences causes the further unbalanced in Le'an compulsory education development, thus influence the equal rights of enjoying the high quality compulsory education of the broad masses of Le'an people. The main reasons of the unbalanced move in compulsory education period teachers in Le'an are, the exist difference social structure between town and country, the unbalanced compulsory education development, the deficient reasonable teacher personnel encouragement mechanism and the low effect of compulsory education teacher training.In order to solve the above reasons, which is existed in the compulsory education teachers move in Le'an ,and in the basis of using the other domestic area and foreign related system design, it needs the following connected policy from macrograph and micrograph aspect: firstly, perfect policy and laws, specify the compulsory education period teachers move in order; secondly, persist in balanced education development, initiate reasonable mobile in compulsory education period teachers; thirdly, raise the township education investment and improve the teachers'material treatments; fourthly, advance personnel system reformation and structure reasonable teacher move encouragement mechanism; fifthly, consolidate rural teacher training and improve the whole teacher attainment; sixthly, use the foreign experience, establish specific teacher wage system.The survey on compulsory education teacher's move in Le'an and the above-mentioned conclusions will give others to use for inference and arouse people.
