The urban-rural dual teachers'structure persists for a long time in Chine, but the process of urbanization has provided a new opportunity for balanced development of urban-rural teachers. In order to realize the integration of urban-rural teachers, this dissertation explores to balance urban-rural teachers through teacher agglomeration of great help to promote reallocation of county resources.This dissertation, taking Shengzhou county in Shaoxing city as the case subject, introduces Urban-rural integration initiatives including the allocation of teachers, teacher exchanges, teacher treatment management, etc. Then, it carries on a detailed analysis to the integration of urban-rural teachers. Through analyzing the data of urban-rural teacher distribution, and combining the interview transcripts, the author comes to the following conclusion:one-way teacher flow between urban and rural is weakened, however, teachers in rural areas remain difficult to add sufficient, and rural teachers land themselves in a passive position during teacher exchanges. Deformity of competition mechanism, opportunity cost difference, tendency to city life and the difference of growth atmosphere are all obstacles to urban-rural integration of teachers in a county. It must be pointed out that the integration of urban-rural teachers is grounded on teacher professional training, competition mechanism and vast development space.Finally, this dissertation discusses the management mechanism of urban-rural teacher integration on the basis of the role orientation, from the points of setting up exchange platform, implementing the daily working checks, creating a supportive atmosphere and expanding integrated management mechanism.
