The mobility of teachers is a kind of social phenomenon, also a sign of progressin education. Because of the existence of binary system and the imperfect legalsystem, more teachers mobilise from rural areas to urban areas, from underdevelopedregions to developed regions, and from areas of low-level education to areas ofhigh-level education, etc. Especially in the northwestern areas, the development ofeconomy and the development of education are not balanced. Teachers mobilise inone-way direction: from rural areas to urban areas. This leads to the great loss ofexcellent teachers in rural areas and restricts the development of education in ruralareas; on the other hand, the resources of teachers in urban areas are wasted a lot.The gap between educational resources in urban areas and that of rural areas iswidened, which restricts the balanced development of the education system.Therefore, it is very necessary and significant to change the present situation, if weconsider two sides: the balanced development between urban areas and rural areasand the coordination of economic development between urban areas and rural areas.The article is divided into four parts: the first part is an introduction and mainlyexpounds the origin of the subject, the aim and significance, the methods, thedefinition of basic concepts, the oretical basis and literature review. The second partis about the current situation and the problems of teacher mobility in primary schooland secondary school. Taking twenty-one schools in Gansu province as an example,the author launched a survey about the mobility of teachers in urban and rural areasand made an analysis of the present situation of teacher mobility according to thecontents and the results of the survey. The third part is about the reasons of teachermobility from rural areas to urban areas in northwestern region. In this part, thepaper discusses the deep reasons of teacher mobility two aspects: economy andeducation management. The fourth part is about the countermeasures for the presentproblems in northwestern region.According to the features of the region, fromdomestic and foreign experience in this matter, this study suggests that we canperfect the funding system of rural compulsory education and allocate moreresources to rural areas; meanwhile, we can reform the system of teachers’ management, establish a reasonable system of teachers mobility, improve teachers’position and salary, perfect the system of further study and training of teachers, andpromote professional development for teachers. Only in this way, we can promotethe balanced development of the urban and rural compulsory education, thus build agood soft environment for a reasonable and orderly mobility of teachers.Facing the present situation of teachers mobility in northwestern areas, as arural teacher in northwestern region, it is my responsibility and obligation to studythe features and the reasons of teacher mobility in this region and to propose somecountermeasures for the problems. Taking the mobility of teachers of compulsoryeducation in northwestern region as an example, this paper makes a survey of thesituation of teacher mobility, digs out its features, analyzes the causes, summarizesthe experience and lessons of domestic and foreign researches in this field, andmakes a tentative consideration of methods of rational mobility of teachers in orderto promote the educational cause.
