From the literature analysis to the exchanging teachers of compulsory education we find that the present study on the exchanging teacher’s evaluation is lacking. According to the system theory and teacher evaluation theory, we defined the concept of evaluation mechanism of exchanging teachers in compulsory education. This paper suggests that the exchanging teacher’s evaluation mechanism in compulsory education is a system including the exchanging teacher’s evaluation purpose, evaluation subject, evaluation object, evaluation model and method, evaluation content, evaluation criteria and evaluation control and management. In addition, this study also studied the needs for the exchanging teacher’s evaluation mechanism in compulsory education from three aspects including the exchanging institution, the exchanging schools and the exchanging teachers.In the empirical study, we investigated the exchanging teacher’s cognition and attitude to evaluation mechanism, the formulation and implementation of evaluation mechanism, evaluation purpose and function, evaluation subject, evaluation content and evaluation criteria, and summed up problems through the analysis to the current situation. At the same time, made a brief analysis of the causes of these problems:stakeholders are not aware of the importance of evaluation mechanism; the lack of democratic participation in the evaluation process; the lack of theoretical guidance; the lack of in-depth analysis of the specific of the exchanging teacher’s evaluation; the lack of scientific and reasonable evaluation management; exchanging teacher’s evaluation mechanism itself is not perfect.Finally, on the basis of the reading to those problems, and combined with the "fourth generation" evaluation theory and the exchanging teacher’s comments and suggestions this paper put forward the optimizing countermeasures and suggestions to the exchanging teacher’s evaluation mechanism. The main countermeasure specifically divided into four aspects:firstly, to establish the view of evaluation promoting the exchanging teacher’s development; secondly, optimizing the specific content of the evaluation mechanism, including the diversification of evaluation models and methods, evaluation content should pay attention to "communication effectiveness", the diversification of the valuators and pay attention to the exchanging teacher’s self-evaluation, evaluation criteria reflecting differentiation and level; thirdly, to promote the exchanging teacher’s evaluation mechanism play an effective role, specifically need to pay attention to "consultation with the response" and setting up the system of democratic participation, to play the encouragement of evaluation activities, to carry out scientific and effective evaluation process management and to attach importance to the use of evaluation results and feedback; finally, we should strengthen the study of relevant theory of exchanging teacher’s evaluation mechanism.
