The Training Of New Farmers In The New Rural Construction

The 5th plenary session of the 16th CPC National Congress put forward the great historic task of building a new socialist countryside, proposed that we must carry out steadily the construction of new countryside according to the requirement of a thrilling economy, an affluent life, civilized atmosphere in town, a clean town, democratic management. Farmers are the direct beneficiaries of the new rural construction, as well as subject of advancing new rural construction. The key to building a new countryside is training a new type of farmers, for it is impossible to build a new countryside without them, whose progress will propel the development of agriculture and rural areas. The report to the Seventeenth National Congress of the CPC proposed that,"we will train a new type of farmers who are educated and understand both agricultural techniques and business management, and encourage hundreds of millions of farmers to play the major role in building a new countryside."Thus, the new rural construction is not only for farmers, but also depending on and developing them. The Basic Target of New Construction is to promote all-round development of The Rural, especially human being.The modern theory of human capital thinks that human capital is the key to economic growth. Quality of Farmers has an important effect on development of rural economy and new rural construction. The new rural construction aims to promote the development of agriculture, rural and farmer, and the development of farmers is the key to agriculture and rural. The development of farmers includes not only the increase of income and improvement of living standard but also the improvement of farmers'quality. The investment in human capital can improve ability of innovation, work, study and health, etc, so it can improve the quality of workers comprehensively. The resources of labour force are abundant, but their cultural quality and physical quality are low, they are lack of scientific and technological knowledge, their ideas dropped behind, legal consciousness is weak, in huge quantity of human resources there is lower stock of human capital.This paper combine investment in huaman capital with training of new farmers and it thinks the process of training new farmers is also a process of investment in human capital based on the modern theory of human capital. This paper analyse the quality of new farmers and the current the current rural human capital in China, and it think the stock is so low that it can't fill the requirement of new rural construction. On this basis, the paper proposes suggestions for improving rural human capital stock and training new farmers.
