Study On New Farmers Training Based On The New Rural Construction

Building a new socialist countryside is a major historic responsibility and task at present stage in China. New rural construction and development needs hundreds of millions of new farmers’ support, only farmers make progress, they can better support the new rural construction and development, and promote the development of modern agriculture. As General Secretary Xi Jinping has pointed out: " In the final analysis,Rural economic and social development lies only in the farmers. Without them, there would be no labor. Without labor, food security can not be guaranteed, let alone modern agriculture. What’s worse, it will also influence the traditional farming culture and heritage protection. " However, nowadays, the aging problem of Chinese migrant population is very serious, the educational level is low, production skills is backward, and the resilience of the market is weak, which does not meet the requirements of modern agricultural development needs or new rural construction. Therefore, analyzing the new farmers training problem and putting forward countermeasures are of great significance in the current situation.In this paper,the author firstly investigates the status of farmers training, then analyzes the status of new farmers training in Heze City, with the spot investigation and materials reading, points out problems in new farmers training and summarizes the major factors of affecting the new farmers training by the logistic model system. Finally,some countermeasures are suggested according to problems on the current farmers training.Improving the new farmers training in the proposal is the core of this study. Based on the results of field visits and investigations,combined with the results of empirical analysis, the paper puts forward the following suggestions: putting the training focus on the young farmers, the return of migrant and the reserve labor force in rural area that the dropout high school graduates, implementing new farmers training investment guarantee mechanism, reforming and innovating the new farmers’ training system, developing farmers’ cooperatives and putting focus on the development of local special industries. The study also grasps the opportunity of land transaction in Heze City recently, increase the support for the development of the new farmer subject about family farms, specialized large, professional cooperatives and gradually moves towards modernization, standardization, scale. Sales and e-commerce will be a combination of agricultural, and accelerates the velocity of products, increase farmers’ income, by learning from the successful experience in "Taobao village",such as Cao Jixiang etc.
