The establishment of self-study higher education examination system is one of China's higher education system reform initiative, is China's specific national conditions and the product of historical conditions. It is for socialist construction, training and selection of a large number of specialized personnel, with its increasingly powerful influence of society, but also drawn increasing attention. The design of exam is self-taught exam quality assurance system, the core and foundation sectors, self-examination and study the form of a special mode, allowing candidates to learn the results of inspection and examination to become the main way and means the quality of designs of exam directly related to the selection of personnel quality, directly related to the candidate's vital interests; designs of exam right candidates also plays a self-study and student-oriented social effect on the self-taught exam have important influence on the quality of education. Test whether the just, fair, open, examination design of exam is standardized, scientific, has become the focus of attention. Thesis work is a huge system work, involving all aspects of the many factors, such as design of exam plan the implementation, design of exam of the organization and management, the results of feedback and the collection, thesis work and a comprehensive assessment of the quality of examination questions and so on. Therefore, to do the work for the protection of self-taught exam, its design of exam has its important significance of quality, but also to promote the entire self-taught exam system plays a vital role.Since this paper is a kind of theoretical research and concentrated with the practice, firstly, the relevant material analysis is taken as the main research method from the aspect of history, exploring the reform process of self-taught of higher education as the base of further research;, secondly, through the comparison method considering the problems of self-taught of higher education province, analyzing the purpose of the task of self-taught of higher education province; finally, based on all the analysis, offer reasonable solutions for the problems.In this research, we believe that the reform of the design of exam is the result from the interaction between the internal improvement and external development. There are many factors affecting the quality of the design of exam, some are objective, some are subjective, some are technical, some are management. Therefore, during the reforming process, all problems should be better dealt with.
