Higher Education Examination for Self-Taught Learners (HEESTL) is a very important system of higher education in our country, also is it an important mode of education. Since it is formed in 1981, it has experienced more than twenty springs. In these years, its contribution to people's culture development and economics is very large.In now days, the number of people enrolled in HEESTL is much larger than normal higher education. Whether can it develop healthily is a question of people often think of. Especially in such an age of higher education developing rapidly, the normal higher education expands quickly, the network schools and private higher education develop fast too. All these constitute the challenges to HEESTL. How to face these challenges is the core of this article. This article skips the history of HEESTL and analysis the situation, points out the questions. This article thinks we must rebuild HEESTL by the conceptions of Learning Society. This article reexamines the questions of HEESTL in a view of organization innovation and tries to give the answers.
