GDP is the most important indicators of social and economic development.It reflects the total-production of the final products and services of all the resident units during a particular period of time in a country or a region territory. In the whole socio-economic statistics, it also play a core role. Through the formation procedure of GDP data,we can understand the formation procedure of China's Grass-root Government.On the basis of the domestic and foreign relevant research documents,the thesis analyses eight problems that exists in the GDP data formation procedure of Ji'an district through demonstrates and introduces of Ji'an city's GDP data.It also analyses the main causes from the institutional factors, interest factors, technical factors. Finally,The paper proposeed three countermeasures to improved the Ji'an district GDP to achieve the integration, standardization, transparency of the local statistics.The technical line of the thesis research is:document reading—→social research—→material processing—→material analysis—→conclusion and thesis done. The thesis discusses problems according to the logical thinking of problem raising—→problem analysis—→problem solving.It puts forwards that we should use many measures and the comprehensive way to eliminate the deviation state and create a good working platform for the primary government statistics when generation state and target state don't match up.It is a viewpoint innovation that analyze statistics from procedure point of view.The thesis not only has theory exposition,but also analyzes the formation procedure of GDP indicator profoundly through the case form, it dispelled the sense of mystery and curiosity of various circles of society to the formation procedure of GDP data.
