Sweden higher education evaluation began in 1960s to 1970s, since now it has established a comprehensive system of higher education evaluation system. The pattern of Sweden higher education evaluation refers from government control and engineering education as dominant mode to theory-oriented approach, the development of evaluation system underwent appraisal of entitlement to award degrees, quality audit, specific central aspects of quality, national review of subjects and programs and so on. From 2007-2012, new national assurance quality system includes five parts:audits of quality procedures, evaluations of subjects and programs, appraisal of entitlement to award degrees,thematic studies and centers of excellent quality in higher education. Swedish higher education evaluation is charged by Swedish central government agency, Swedish national agency for higher education. It implements quality audit of higher education; survey higher education institution; supervise and analyze higher education system; evaluate the entitlement of foreign qualification certificate; support the renewal and development of higher education research; development; provide the research information and encourage students to enroll. The development and implement of evaluation, except the Advisory Board afford consultation and some relevant experts involve in evaluation work, the points of students and enterprises representative are also involved. This paper focuses on evaluation system of Swedish higher education, hoping to expand the domestic research field of higher education evaluation. It may be taken as the foundation for comparison research and the reference for the development of China higher education. It may avail to provide the theoretical and practical foundation of evaluation system.
