British universities have long established an interior reputation assurance system during thecourse of their development. It was until the 60s of 20 century, however, that the BritishQuality Assurance System for Higher Education came into from which is marked with thefoundation of State Authority Committee in 1964. The British Quality Assurance System forHigher Education has gone through its evolvement along the course from individual tutor touniversity, from university to state, from state back to university. The British QualityAssurance System for Higher Education is composed of the interior and exterioradministration. The interior quality assurance system for higher academies includes fourtraditional systems: collegiate system, tutor system, honor degree, external examiner system.While the exterior system has gone through four phases: the initial Council for NationalAcademic Awards, the transitional Academic Audit Unit, the coexistence of Higher EducationQuality Council and Higher Education Funding Council, as well as Quality Assurance Agencyin effect today. This paper makes a systematic analysis of their origination and developmentbackgrounds, organizing structure, functioning methods and their experience gained as well asthe lessons suffered. All the experience and lessons therein illustrate that higher educationquality assurance steps should be taken by following the basic rules of higher educationdevelopment and complying with the long-established cultural traditions and the currentpolitical and economic situations.
