Colleges and Universities are the base of cultivating and providing qualified talents, as well as the place where talented personnel gather and display their abilities. The quantity, quality and structure of talents will not only directly affect the development and the prospect of universities, but affect the overall quality and the comprehensive competitiveness of the whole nation. It is an inevitable request to accelerate the talents construction of university for building a high-level university, rejuvenating China with science education and talents.It is also the need of university and even the whole country to confront the competitive challenges. Academic circle analyses the talents construction of university and provides various solutions from different subjects including pedagogy, management, economy and so on.This paper is to explore the new way of talents construction from a macroscopic perspective.The first part of this paper is the basic concept of college talents and the basic qualifications for college talents. Then, it introduces the history of talents construction of university and provides valuable historical experience for current talents construction.This paper focus on some problems in current talents construction, such as quantity shortage, poor quality, irrational structure and so on. With the current situation of China, it analyses the main reasons of these problems from different aspects, for example, the uncompleted laws and legislations, backward reform of public institutions, and the disorderly flow of college talents increase the cost of talents construction of university.With the problems in talents construction of university, this paper comes up with some detail measures of talents construction from aspects of political science and management, for example, promoting the reform of personnel system in order to share the resources of talents; innovating the evaluation regulations of professional titles and the system of engagement of technical positions; building the flexible payment systems; strengthening the cultivation and management of young teachers in university. Finally it analyses the new way and implement procedures of talents construction which provide effective experience and methods for talents construction.
