The student's mass organization of Higher Education is the most important culture carrier on many campuses. It can raise the student's hobby and develop their knowledge in some others domains. It is also the importmant way to improve their synthesizing capacity and the quality of cultrue. The student orgnaizations play a postive role by coordinateing with the school to implement the education of ablity, and that it had builded the professional atmosphere, strengthened the occupational ethics education and raised professional ability important carrier. This article utilizes the pedagogy correlation theories and this paper is closed to with the quality institute's goal. It revealed the characteristic in of the Higher Education's mass organization and stand in the function foundation of it. It also analysed the rule of the Higher Education's student mass organization constructed. To summarize the basic principle which the construct of the Higher Education's student mass organization. The principle are following this:Firstly, it clear to make brand team in mass organization with objective. Secondly, the orgnaization will combine the student's professional characteristic with their structure of knowledge. The last, it will incorporate to insisting that nurtures the human to guide with the social adaptive faculty fosters unifies. By investigating deeply the mass organization, we found that there were fivc aspects to discuss the difficult factors of the development of student's mass organization, and also discuss the analyze of its correspondences. In the article, I will explores the feasible solution meathes for the difficults. We found that the reason of the mass organization culture characteristic being not clearing is that there are shortage of scientific management experiences and methods. I suggested that the deveolpment of student's mass organizaition must find the location of it and improve multiplex development. The reason of the sutdent's mass organization control system being not clear is also that we lacks the science the managerial experience and the method, and suggests the multi-level management by perfect rules and regulations. The reason that the lower quality of activity in the student's mass organization active is that we are lack of guide in the specialty or in the thinking. For soloving the question I advise to enliven the activity in the aspect of smally, and promote the level of activity; We find that the reason of the mass organization member quality irregular is that there are shortage of the member's screening and the exercise opportunity, so I suggested that we must introduce the system of choose for sinking more excellence members, and we also provides the exercise opportunity. The reason that the mass organization hardware facility is scarce is that we lacks the influence of the activity, and it have been limited to pay attention. To solove the issue, I must try hard to strives for the advantageous resources and support the student's mass organization to develop.
