Abstract:With the raising of the social development level and the increasing severity of international competition, preschool education has become the universal concern among the educational and social issues. Preschool education is the basis and starting point of the whole education system, and the healthy development of it is closely related to individual and family interests as well as the country's development. At present, China's preschool education can not meet the needs of society, the problem of its uneven development, difficult admission, high fees, varying quality suffer lot of social criticism, which is neither conducive to the healthy growth of children, nor conducive to social justice and harmonious development. Preschool education has triggered a series of problems and social conflicts, which put the reform into priority.Preschool education reform needs to take into full account the actual situation on the basis of the development and take preschool's public finance reform as a breakthrough, to establish the principle of government-lead, strengthen the public financial investment of government, guide social forces to participate in education, reasonably share the family burden of education, build diversified investment model,improve public finance management, and guarantee the public welfare of pre-school education. In the new period of accelerated development and transition in Chinese society, preschool reform involves social stability and welfare of people, if the development of such quasi-public product and social welfare could be operate for social equity and harmony, it will benefit people and national interests. The dissertation takes Shaanxi as the research object to attempt to deeper the practical and theoretical exploration on reform of pre-school education Shaanxi Province, on the basis of reform public finance theory.This article is divided into five parts. The first chapter introduces the situation that the development of preschool education which can not meet the social needs, thus the purpose of export and research topics of significance.Meanwhile, the paper covers the core concepts of preschool education, public finance and public finance, analyzing the issue of current situation and research limitations in academic research, and the basic research and innovation of research path. The second chapter introduces the history of the development of public finance on preschool education, analyzes of the nature of preschool education based on the theory of public finance, public finance reform and "cooperation-benefit" theory. Chapter three summarizes the basic situation of the development of foreign preschool education, and the experience and successful models of public finance.Chapter four focuses on the basic situation of preschool education in Shaanxi Province, and analyzes the existence of the four outstanding issues, which were ultimately attributed to the lagging-behind p public finance reform. According to the analysis above, in the fifth chapter, describes the preschool education in Shaanxi guiding the reform of public finance, investment principal,investment management, and the tripartite development model of preschool government, society, family of cooperation based on the "cooperation-benefit" theory.
