Discuss The Reform And Perfect Of The Leadership System Of Independent Institute In China

Since the reform and open-up,in the transformation process of market economy in China, higher education goes through reform and adjustment to accommodate economic and social development,under the situation of insufficiency of school running fund, limitation of enrollment expansion, over-loading operation of public colleges, and the difficultly of school running and enrollment in private colleges, independent institutes emerges as a brand-new school running mode in higher education. Independent institutes are neither private schools nor public colleges; instead, it initiates a school running mode between"neither public nor private","either public or private". After over ten years'development, till November 1^st, 2010, there have been 323 independent institutes in China. Previous minister of the Ministry of Education, Zhou Ji, put forward three important features of independent institutes:"private, superior, independent". However, leadership system in independent institutes has the following features: first, the board of director is the leader, instead of one party or certain person, thus embodying collective leadership; second, director accountability system, that is, director of the institute carries on overall administration to operation of the school under the leadership of the board.However, as the leadership system of independent institutes, the director-accountability system under the leadership of the board has certain advancement and advantages, although the leadership system of independent institutes has many advantages and advanced points, as a new system, it also has many defects and inadequacies. If these problems are not solved effectively, they will influence the healthy development of independent institutes. Through understanding the background and development course of independent institutes, by summarizing its multiple types, in combination with the relationship with the leadership system in other colleges and universities and the features of leadership system, and by analyzing the existing advantages and inadequacies, in order to further strengthen reform and promote the sustainable, healthy, comprehensive and rapid development, the following solution is put forward: first, further improve the law and regulation system of school running orientation of independent institutes. second, gradually strengthen the system construction in leadership system of independent institutes, which is the key factor for improving the leadership system construction of independent institutes. third, try to optimize the school running mode of independent institutes. fourth, reasonably guide the education investment direction of independent institutes. fifth, guaranteeing the quality and structure of members of the board. thus we shall stress the following two aspects: first: guarantee the structure reasonableness of the members of the board, and second, guarantee higher integrated quality of the members of the board.As one of the emerging independent institutes in the course of higher education development in China, under the highly attention of each level of government, through close cooperation between Jilin University and Zhuhai Huazheng Education Co., Ltd., with the joint effort of faculty members of the whole institute, the school running scale, discipline establishment, teaching research, and daily teaching administration etc. each aspect has gained immense development. However, in the aspect of leadership system, there still exists key factors that restricts its healthy development, even potential factors that threatens its stable operation. Therefore, we must have a clear understanding of these problems and propose reasonable solutions.
