The 21st century is the century of knowledge economy.The private education-training meets the people's demand of thirsty for knowledge and seeking for better development by enriching the knowledge. At the same time, Chinese educational system also leads to education-training industry of Chinese characteristic. In the process of development of education training industry, it presented a series of problems because of the unsound market mechanism and the unclear government functional location.False advertising, high training cost, trainers with no qualifications, bad training environment the deceive conducts of training institutions have seriously violated the rights and interests of the trainees. All of these may have some link to the incomplete laws ,the low threshold of access and come-out, the management by more departments ,no-supervision, the phenomena of corruption.The doing,undoing,excessive-doing may lead to distorting public property of education-training and destroying the government's credibility and authority. It requires that the government must be clear of its location ,guide the private education-training correctly and make it benefit the social when it meets its economic interests .Then it will be a important supplement to the education system ,and contribution to the our education and cultural undertakings.Also it will be another booster promotion of national cultural soft power.This article analyzes the necessity and the urgency of government function location in the private education-training in the perspective of information asymmetry theory,government constraint theory and the government function theory. According to the conditions of our own education-training, it also analyzes the problems of government functions when it intervenes the private education-training and its reasons. the core of this article is exploring what the government should do in the private education-training,guiding,managing,service,support and make it to be a strong power of education system.This important conclusion is as follows:1.The necessity of government intervene private education-training: the public properties of the product of private education-training, maximizing benefits, the perspective of the education-training industry , the failure of market mechanism.2.The problems of government functions when it intervenes the private education-training: incomplete laws ,the low threshold of access and come-out ,no-supervision, the phenomena of corruption.3.The reasons why it presents problems of government functions when it intervenes the private education-training: the wrong understanding of its own function, the behavior of benefit itself, public policy risk ,the limit government intelligence and information ,and so on.4.The right location of government functions in the private education-training:guiding,managing,service,support. Guiding including macro-guide,reasonable layout and brands-building, establishing self-discipline mechanism by lead to the establishing the associations;Managing consists of improving the legal and the withdraw and multidimensional supervision;Service include building information mechanisms and improving social environment;Support includes financing,and the approval of land.
