With the development of society, higher education in China has transferred from elite education to mass education. As an integral part of higher vocational education, non-governmental funded higher vocational education is responsible for cultivating highly competent and highly skilled people, which make a significant contribution to higher vocational education. In recent years, as higher vocational education rapidly develops, the number of private vocational college students also increases rapidly and exposes numbers of problems. Therefore, Chinese government began to pay unprecedented attention to the supervision on non-governmental funded higher vocational education, focusing on how to adapt rapid increase in quantity with assurance in quality, which is severe test that private higher vocational colleges are facing. In respond to market’s demand and to achieve the goal of cultivating applied talents, with government’s supervision, private higher vocational colleges must conduct efficient measures of educational quality management to effective ensure their quality.As a solid guarantee of private higher vocational colleges’ quick development, Chinese government has introduced a series of policies to support non-governmental funded higher vocational education, providing new opportunities for the development of private higher vocational colleges. However, most of the private higher vocational colleges so concentrate on enrollment that neglect improving their quality, which are the backbone of private higher vocational colleges. The quality of higher vocational education cannot be improved without the government and social supervision. By evaluation, Chinese government plays a leading role in supervising.This research applies literature research method, comparative research method and survey research method. It focuses on the problem that, to deal with the evaluation from government, a majority of higher vocational colleges chooses to use short-term countermeasures, which may hide their deficiencies and lead to less effectiveness of supervision from government. This paper takes H vocational college in Zengcheng district as an example and discusses the higher vocational education problems occurred during the process of governmental supervision. With the advanced experience from both domestic and foreign vocational institutions and considering the actual situation of Guangdong, this research also purposes several measures which can be useful in four aspects, including government guarantee mechanism, performance evaluation of personnel training in higher vocational education, non-governmental vocational education guarantee systemand enterprise participation in non-governmental higher vocational education quality evaluation. And it tries to provide some helpful references for government to achieve effective supervision and present some practical basis to help governmental develop policies, establish evaluation indicators and decide the weight of each index.
