The Research About The Government Supervision In The Development Of Private Basic Education In Longwan District Of Wenzhou

Since the reform and opening up, Wenzhou with its active private economy and powerful private capital strength renowned at home and abroad. "Wenzhou model" since its inception, has been the close attention of society and experts. Wenzhou private basic education is in this kind of soil nurture, grow, it is a diversified business entities, diversified mode of operation as the main features, successfully opened up another educational version of the "Wenzhou model". In order to further accelerate the reform and development of private basic education in Wenzhou, in November 2011, Wenzhou Municipal People's Government has issued a series of comprehensive policy documents (the "1+9" document) on the reform of private basic education reform, the main content Involving the main body of private schools, financial security, teacher benefits, social security and other aspects. It can be said that the introduction of 1+9 policy, further accelerating the pace of the development of private basic education in Wenzhou, Wenzhou private education has entered a new period of gradual maturity. However, with the deepening of the reform of private basic education in Wenzhou, Wenzhou private basic education has gradually shifted from the pursuit of quantity and speed of the extensive development to the pursuit of quality and efficiency of the fine development stage. This new stage of development has also brought new problems and challenges:such as the policy bonus can not be implemented, ownership of property rights is difficult to define, development space is shrinking, the return on investment is still not ideal, public welfare issues are still controversial, private education development Long-term planning, scale requirements, the proportion of the stage of compulsory education and other key issues remain unclear, Wenzhou private basic education investment and business entities related rights and interests have not been effectively respected and protected. These problems, has become a lie in the development of private basic education in Wenzhou over the touch of cloud.In this paper, I stand on the basis of the theory of new public management and public service, take the practice of reform and development of private elementary education in Longwan District of Wenzhou as the main object of study. First, it discusses the reform of private basic education from the theoretical level The necessity and inevitability of the development of the private basic education and the importance of reasonable government supervision in promoting the development of private basic education. Secondly, taking the Longwan District as an example, this paper analyzes the development course of Wenzhou private elementary education and some existing problems, looking for the overall strategy to solve the difficult problem of private basic education development in Wenzhou and realize the re-development of private basic education. At last, the paper analyzes the development pattern of private basic education in the mature areas of private basic education at home and abroad, abstracts the relevant strategies and means, and discusses the specific measures taken by Longwan District government to break through the bottleneck of the development of private basic education. This paper argues that the government of Longwan District should play the role of "helmsman" in the process of solving the problems of private education development and promoting the development of private education, and rely on the market mechanism to establish a sound policy system and strengthen financial resources. And optimize the allocation of resources between "public" and "private", so as to correctly guide and rationalize the reform and development direction of private education.
