With the development of the globe economy and a large number of people get higher education, the knowledge workers are playing an increasing role in the development of companies as well as the whole society. Being different from the capital, they use their knowledge and skills to make value to the society. As the member of the knowledge worker, they are also a crucial part of the university. They play an important part in the talent output. Therefore, we should work out to mobilize the enthusiasm of university teachers, to enhance and improve their job performance. For reaching this purpose, many scholars has focus on the study of designing a scientific and rational performance appraisal system. On the other hand, the management of performance is the core of the human resource, making good use of the performance evaluation can mobilize the enthusiasm of teachers. Performance evaluation results also conduct an important role in other areas of human resources.The background, the purpose and significance are introduced at the beginning of the paper. And summarize the evaluation of teachers at home and abroad of the status quotations. The basis of reading some relative papers and books, the paper discusses the problems of current performance appraisal system in our country, and research on the root of the problem. After that, analyze the features of university teachers working and put the previous research on the academic performance evaluation indicators for the content of university teachers in order. Re-designing the indicators of performance appraisal from the perspective of input-output by using methods of MBO and KPI. The new performance appraise has resolved the problem of current evaluation system of the teacher. At the same time, the paper quantify the indicators of performance evaluation by using analytical hierarchy process method. This makes the performance appraisal system to be more scientific and equitable. According to the ideas of AHP, I design the questionnaire on the importance of indicators in the process of quantitative indicators. Then focus on collecting data and the average processing. In the end, doing the combination of theory and empirical through introducing a case of university in Dalian.In this paper, from the view of input-output of teachers'working performance, solve the problem of result-oriented appraisal system.The new performance appraisal system is not only concerned about the work output, but also concerned about the investment behavior of teachers. This paper provides some help and reference to improve teachers'performance evaluation system in the university. However, the new system lacks the demonstration process, and indicators of operability to be further tested.
