Teacher's performance appraisal is the key of the department of education to reform the human resources management system.It provides a basis of the promotion,employment,training,reward and punishment for teachers.and it will make the management work simpler and more efficient.The performance appraisal will improve the teacher's enthusiasm and creativity of teaching,make the teacher works more efficiently and improve the level of scientific research.Finally the performance appraisal will improve the quality and level of the whole teacher group.How to create the index and its weight is the most important thing of the performance appraisal for teachers.Index reflect the requirement and content of development goals of the school and indicate what the capacity and field the school expect the teacher to focus on in their teaching work.Weight determines how important the index is.The performance appraisal closely related with the interests of teachers,so,the index system has a deep impact on the work of school to achieve the goal of teaching.Based on a large amount of literatures in the relevant field from home and abroad,this paper described the teaching process as a dynamic closed loop system and construct a set of index system about performance appraisal for teacher.The author analyzes the index system and use the AHP to get the weight of index.The author uses GA to improve AHP to simplify the process of checking the consistency,and then,use the simulated annealing algorithm to avoid the precocious problem of GA.The solving process of all the algorithms will be tested and emulated.Finally,the author uses fuzzy synthetic evaluation method to appraise a teacher and to get the final results.The following is main work of the paper:(1)Referencing a large amount of literatures in the relevant field from home and abroad,set up the index system,from the current actual situation of China.(2)Using mixed GA-AHP to obtain the weight of each index in the system.Analyzed and solve the issues during the experiment.(3)Use the mixed GA-AHP and fuzzy synthetic evaluation method to evaluate a teacher.(4)Finally,apply these algorithms to the actual project.Designing the database and the operation interface of the system of the performance appraisal for teachers.
