Secondary vocationaledu cation system is an importantpart of China's education system. In the 21st century, it has been an unprecedented attention to the development of secondary vocational education in China and secondary vocational education gradually raised to important basis of national economic and social development and strategic point of education. As the problems existed in traditional social values and secondary vocational school itself, the concept which" general education is important, vocational education is not" is deeply rooted in people's mind so that cause difficulties and little attraction in the development of secondary vocational schools. In order to develop vocational education and improve the attractiveness of vocational education, China introduced the policy of tuition free of vocational education in rural areas. If an education policy wants to be effectively implemented, it is noto nly to formulate the policy reasonable, but also wants a mechanism of implementing,evaluating and feedback.By analysis ofthe scale ofseco ndary vocational education, secondary vocational teachers and the input education funds, it can be drawn from a conclusion that secondary vocational education in China has problems ofhig her cost in vocational education comparing to general education, lack of financial investment, lack of appropriate compensation policies, students is reduced, the enrollment is facing great difficulties, poor students quality, the concept of discrimination against vocational education and vocational there is no good atmosphere of respecting vocational education, therefore, on the theoretical basis of quasi-public goods theory and cost sharing theory, it is quite necessary to implement the policy of tuition free of vocational education in rural areas effectively.Chongqing's implementation of vocational education tuition free policy is in forefront of China. Using Chongqing as a typical to analysis the effect of the policy's implementation, it shows that: tuition free policy's implementation has made some achievements as vocational school students has increased and has reduced the financial burden of farmers effectively. But there are also problems exist during implementation:weak teachers, teachers can not keep up with the expansion of enrollment; object-level residence restrictions; there is bias of vocational education and brings difficulties to the enrollment of vocational education; single form of the policy's subsidy, learning incentive is not significant.Through surveys to the effectiveness of vocational education tuition free policy, based on the problems in its implementation,to enhance the effect of policy's implementation can do as following ways:increasing propaganda level of the policy, changing the social attitudes and put more attention to the career of vocational education; optimizing the teacher group of vocational education t and increasing the number of full-time teachers; expanding the range of the policy, focus on structure adjustment and take a balanced way of development, strengtheningsupe rvision of the implementation; doing more work in the publicity among students and increasing the scholarship awards while using the student loans reasonable, building fund system which including the scholarships and student loans of rural areas'secondary vocational education.
