In order to speed up the development of occupation education,from the autumn of 2009,China's agriculture related majors for students and vocational school students in the rural family economic difficulties gradually free tuition free policy,2012 expansion,for secondary vocational students in all rural students,city agriculture professional students and family economic difficulties students are exempt from tuition fees.The initial purpose of tuition free policy is to improve the vitality of secondary vocational education and improve the quality of secondary vocational schools.In the case of tuition as the focus of the policy support,the development of vocational education has made great progress at the same time also exposed some problems,so vocational tuition free policy implementation results in the end,the lack of current research specific to the reflection of the primary school.Therefore,this study takes Heyuan Polytechnic School as the research object,analyzes the effect and existing problems of tuition free policy implementation,and puts forward some countermeasures.This article through the questionnaire survey and interviews,combined with the Heyuan municipal education related data in recent years,the effect of free policy analysis,certainly made since the implementation of the policy effect: one is to protect the people who entrance rights,promote education fairness;two is the lower the vocational school enrollment difficulty,expand the school the three is to reduce the economic scale;more difficult burden on family education;the four is to promote the society to enhance the quality of employment.Through the questionnaire survey and analysis,found that there are some adverse reactions in the process of implementation of the policy of free tuition: one is free money by the central and local matching solution,increase the financial burden of underdeveloped areas,suppress the enthusiasm of local governments;the two is the vocational school revenues,the shortage of funds,staff treatment decreased,the positive effects of schools and teachers;the three is the school quality does not improve because of funding;four students do not cherish the opportunity to study,parents also because of the economic pressure decreases,there is some progress,even indulge in gambling and other issues.According to the actual situation,in-depth analysis of the causes,problems including conflict differences between the central policy and local practice;policy execution and out of touch with the reality of the demand;the use of funds and the quality assessment of disconnection.Combined with the problems and causes,this paper uses the secondary vocational education free tuition policy implementation of the policy of social fairness and the theory of public goods,theory and the theory of vocational education,the secondary vocational education to improve the education fairness and public product attributes,puts forward improvement suggestions and Countermeasures: one is the landing way to improve the policy of free tuition is two;to strengthen policy implementation and supervision,improve the quality of running vocational schools;the three is to strengthen government guidance,to encourage all sectors of society to support vocational education..
