Analysis On The Content Of Tuition Free Policy Of Secondary Vocational Education In China

The tuition-free policy for secondary vocational education is an important part of the national student financial aid policy system.For a long time,although the state has attached great importance to the student financial aid for secondary vocational education,it has issued a series of policy documents,however,there are still some problems in the content of the tuition-free policy of secondary vocational education,which have certain influence on the students' entitlement to financial aid,the enrollment scale of secondary vocational schools and the tuition income of schools.The implementation of tuition-free policy for secondary vocational education is a complicated systems engineering,which involves the subjects,objects,contents and methods of policy implementation.This research through the literature law to the country and the Liaoning Province promulgates the secondary vocational education free tuition policy to carry on the combing,and from the four aspects of the main body of policy implementation,the object of policy implementation,the content of policy implementation,and the methods of policy implementation,the analysis of the policy content is carried out to find out the problems existing in the policy content,this paper puts forward some reasonable suggestions to improve the content of the policy so as to provide reference for perfecting the policy of tuition-free for secondary vocational education in Liaoning Province and promoting its development.This article is mainly composed of six parts:Part 1,Introduction.On the whole,this paper explains the origin of this study,introduces the background and research significance of the topic of tuition-free policy in secondary vocational education,expounds the research purposes and contents,and combs the relevant literature review,by using the research methods adopted,the paper puts forward the research ideas.The second part,Secondary Vocational Education tuition-free policy research related to theoretical overview.Mainly including secondary vocational education tuition-free policy related concept definition,education policy theoryThe third part,the standard construction of content analysis of secondary vocational education tuition-free policy.This paper mainly expounds the analysis standard of the tuition-free policy of secondary vocational education,and proves the analysis standard of the tuition-free policy of secondary vocational education by theory.The fourth part,the national and Liaoning Province Secondary Vocational Education tuition-free policy content inspection.Mainly on the national and Liaoning Province Secondary Vocational Education tuition policy of the content of a comprehensive and systematic review.The fifth part,Liaoning Province Secondary Vocational Education tuition-free policy problems and reasons for analysis.Through the investigation and analysis of the above contents,find out the problems in Liaoning Province Secondary Vocational Education tuition-free policy,and analyze the reasons.The sixth part,Liaoning Province secondary vocational education tuition free policy content improvement proposal.Through the above research,in order to establish the scientific and reasonable content system of the secondary vocational education tuition-free policy,this paper puts forward some suggestions on improving the policies of the secondary vocational education tuition-free policy,and promotes the overall development of the secondary vocational education in Liaoning Province.
