With the fast-speed developing of society and economy in our country, a large number of specialized personnel are in short supply. But the fact is that a lot of Secondary Vocational School students drop out of school. The free tuition policy, started pilot work from 2006, promulgated in 2009, scope expanded in 2010, is thus being vigorously implemented. However, this paper finds that the dropout rates has not fallen but risen since the tuition free policy has been promulgated.Research on the problem of the Secondary Vocational School students drop out of school under the background of free tuition policy and the way of free policy effects on the dropout rate is the unique of the paper.This paper analyzes the present situation of Secondary Vocational School students drop out of school, and examines the relationship among 3 aspects of student and family, school and society. After that, the vocational free tuition policy influence mechanism on the dropout rate is studied, according to the clues from the above three aspects. And then through the two binary choice model, the following empirical conclusion is drawn:Free tuition policy is significantly positively related to drop out rate; Average education expenditure and senior titles in the proportion of full-time teachers is negatively related to drop out rate; Regional per capita GDP has significant positive correlation to the dropout rate; No significant relationship exists between the copies of books per student and dropout rate. Finally, this paper attempts to put forward the following policy suggestions:the free tuition policy restraint mechanism should be established and improved; the funds should be expanded, to enhance the quality of education in Secondary Vocational Schools; the supervision of the enterprise employment admittance system should be strengthened.
