The size of Chinese higher education has been expanded rapidly in China since the 1999 broaden enrollment.At the same time,we are all concern about the quality of higher education, it becomes the hot issue in the field of higher education.And quality of personnel training is the core of higher education quality, assurance is the conditions and measures taken to ensure the quality of personnel training,the quality of assurance affects the core quality of higher education directly. So quality of personnel training and its assurance is a critical issue in higher education quality.About research of core quality of higher education that is quality of personnel training, academicians are mostly discussed how to improve the quality of personnel training, but few has embarks research on concept of higher education personnel training quality.About the assurance of the quality of personnel training in higher education,of the research content, the domestic research always equates higher education quality assurance to higher education quality appraisal or college teaching quality assurance,so its concept is inaccurate,the range of its study is not overall.In the method of research, most are qualitative investigation and few is quantitative investigation,and mainly are still adopted method of induction of experience and theoretical analysis,very little adopt empirical approach and carry on investigation to make targeted recommendations in accordance with our conditions of different regions and different types of university in China.Thus, this study takes higher education personnel training quality and its assurance as object of study,use qualitative and quantitative methods such as literature analysis and questionnaire survey integrately,and conducted investigation and study of present situation of higher education personnel training quality and its assurance systemicly, then makes thorough analysis of the result and put forward the target-oriented countermeasures contact with our national condition.Content of this research mainly includes:firstly, make thorough inquisition of concepts of personnel training quality of higher education and its assurance theoretically,then make "questionnaire of present situation of personnel training quality of higher education and its assurance" based the concepts, and carried on the questionnaire survey nearly one hundred universities in China. This investigation is in virtue of the investigation of Chinese pedagogic key topic "developmental strategy of powerful nation in higher education *promotion of quality and level" of our country society branch fund in 2008, carries on a wide range investigation different areas and different type's university in China. Then make statistical analysis to the survey result, draws the conclusion as follows:1.Each item of personnel training quality of university is imbalanced, the item "students's innovation ability"is the lowest; exists remarkable regional disparity, the eastern area is obviously higher than the middle area and the western area, the middle area is extremely remarkable higher than the western area; exists remarkable university difference in types,high level university are remarkable better than the low level university.2.The five assurance factors are remarkably related with higher education quality,the concrete manifestation is:from high to low is teachers assurance, facility assurance,system assurance, government funds assurance,teaching assurance,and the first three items have achieved very obviously in 0.01 level(p<0.01).3.Government educational expenditure investment exists remarkable regional disparity, the eastern area is extremely remarkable higher than the middle area and the western area (p<0.001),the middle area is remarkable higher than the western area(p<0.01), exists remarkable university difference in types,high level university are remarkable better than the low level university (p<0.01).4.The university interior assurance has a difference by the special details:the lowest in the teaching assurance is"rationality of inverse proportion of teachers and students";the lowest in the teachers assurance is"teachers'teaching method";the lowest in the facility assurance is"degree of satisfaction of practical vocational training";the lowest in the system assurance is "scientificalness of test and inspection",and entirely exist difference between local and different levels of university: Of the regional disparity, eastern area is the highest,next is middle area, and western area is the lowest,and exists remarkable difference(p<0.01),In different types of university,high level university are remarkable better than the low level university.(p<0.01)This research contacts theory with reality,carries on the investigation of our country's present situation of higher education personnel training quality and its assurance from two aspects:exterior and the internal,made system analysis aimed at the conclusions,and put forward pointed proposal according our country's special details of different areas and different types of university,it has mportant meaning to assure higher education's core quality that is personnel training quality and construct complete and reasonable higher education quality assurance system,and it's also helpful to enrich and the develop content of higher education quality assurance.This research include two aspects value which is theory value and practice value:theory value is make comprehensive definition of higher education quality, this has the important meaning to safeguarded higher education's core quality that is personnel training quality and construct complete reasonable higher education quality safeguard system,and is helpful to rich and develop content of higher education quality safeguard; practice value is apply theory of higher education quality safeguard in our country's concrete practice according to our country's special details,have important guiding sense to universities toestablish complete and reasonable higher education quality safeguard system that suits their own,then improves higher education quality comprehensively from two aspects of exterior and internal.
