It is a popular phenomenon of undergraduate skipping classes, Special for the basic public classes which is more serious. Although every university adopting various measure to prevent this problem, However, students truancy phenomenon has not been improved. Teaching is the main function of colleges and universities, and learning in classroom is a major part in university students'learning process. This abnormal behavior of skipping classes is becoming more common. The reason of the students' truancy behavior may be known by interviewing university students and studying the questionnaire which survey in undergraduates.The investigation proves the learning motivation and cognitive attitude between the skipping classes group and the non-skipping classes group are obviously different. To the skipping classes group, the main learning motive are obtain diploma and enjoy the university life. They consider that cultivating ability is more important than learning knowledge during their university period. But learning knowledge and cultivating ability are the main learning motives of the non-skipping classes group. They think learning knowledge is equal important with as cultivating ability. Because the different learning motivation, achieving credits and coping with teachers' roll calling are the main reasons which they attend basic public learning. Classroom learning behavior can be regarded as a kind of production and consumption behavior, and the learning process produce different products and consume culture product. The utility of the learning process produces can be called study expect utility. The differences of the students' learning motivation and cognitive attitudes influence the behavior of individual preferences. It is shown as the difference of expected utility variables in the expression of the assignment. Assuming when students participating in classroom study the study expect utility is the largest and individuals' study expect utility roughly equal, then classroom resource allocation is the state of equilibrium.Schools should prevent the behavior of undergraduates' skipping the public basic classes which according to the learning motivation and the cognitive attitudes of the skipping classes group. First teachers should make use of the difference of their learning motivation stimulate students' learning enthusiasm for basic public classes; Secondly, schools should adjust the resource allocation of the public basic curriculum meet the students' different needs. Finally, the signal education function should be given full play for strengthen the distinguishing ability to diploma signal.
