Preschool-classes are the uppermost organizing form in implementing preschool education in rural areas. At the present stage,especially in poverty-stricken zone of rural areas,the value and importance of preschool-classes is becoming increasing evident.In our practice,the great developing hardship of preschool-classes in distressed area has turned into a hindrance to the evolution of preshool education in rural areas.For this purpose,this dissertation will give a theoretical analysis on the existence value on impoverished area's preschool-class,as viewed from the principle of the management of education.On this basis,choosing four national poverty counties for example,the author has conducted a one-month field investigation and collected abundant first-hand data by using methods of questionnaires and interview,trying to figure out the dilemma that preschool-classes of distressed areas faced and its causes.The findings are as follows:First,the development of preschool-class in poverty-stricken areas fall into the difficulty of reality,system and educational ideas.This mainly manifests in the lack of preschool teachers and their poor quality in teaching methods and teacher qualification;the conditions can't be guaranteed and the short of facilities;the insufficiency of funds and the zero investment;the difficulty of policy practice,the deficiency of related system,and the inefficiency of management;and the misnderstanding lies in the local educational directors,educator and parents towards preschool education.Furthermore,the primary causes leading to the predicaments of development of preschool-class in impoverished areas contain both objective and non-objective factors.they are mainly are:the economic and cultural lag of poverty-stricken areas;the serious ignorance to preschool education of local governments;the influence of the promotion of compulsory education to preschool-classes;and the reformation of rural tax system.Therefore,this study attempts to propose policy suggestions of facilitating the preschool-classes in impoverished areas:on the one hand,we should clarify the pubic benefit of prescool education from a national level,incresing the investment to the preschool education in poverty-stricken areas,making favorable policies,and completing related laws,regulations and system,regulating the managemeng of preschool-class;on the other hand,the government at all levels in poverty-stricken areas should guarantee the implementation of national policies,adopting effective measures to improve the current situation of running the preschool-classes while utilizing the informal educational format flexibly to progress the preschool education in poverty-stricken areas.
