Preschool education is the beginning of education,however,compared with basic education,senior high school education and higher education,the development process of preschool education is relatively slow.Especially in rural areas,it has become a shortcoming of education development,which is inconsistent with the requirement of educational equity.As education has a public attribute,developing education is the responsibility of the government.In China,the county-level government undertakes the main task of local education development.Taking Zhanhua District of Binzhou City as an example,this thesis analyzes the rural preschool education development in this area with the purpose to better help the government perfect the public service system of preschool education in rural areas,and to improve the quality of nursing and teaching of preschool education which will lay a good foundation for children’s development on the premise of meeting the demand for academic degrees after the implementation of the comprehensive two-child policy.This thesis mainly conducts research through literature study method and interview study method.At the beginning of the research,I have consulted the research results of a large number of scholars at home and abroad in recent years,combined with what I have learned in the public management major,and focused on how the government can perform its functions to build a good preschool education service system.In terms of information collection,the author have consulted the policies,planning,implementation and other files of preschool education development in Zhanhua District of Binzhou City in recent ten years,comprehensively grasped and sorted out the relevant information,and conducted interviews with the head of the education authority and principals of the kindergarten in rural areas to gain in-depth understanding of the problems of preschool education development in rural areas and absorbed opinions and suggestions.In the writing of the thesis,combined with the reality of the region,it first introduces the basic situation of preschool education in Zhanhua District of Binzhou City in recent years and the implementation of the three periods of Three-year Action Plan for Preschool Education.It mainly focuses on the peak demand for preschool education degrees in2020 and 2021 after the implementation of the comprehensive two-child policy.Under this background,a range of development issues in this region such as the serious shortage of degrees and teachers,huge funding gaps,single means of regulating unlicensed kindergartens and difficulties in the development of private kindergarten are found.Then it analyzes the reasons for the low development level of preschool education,such as the imperfect management system and mechanism,the lack of pertinence policy support,and the imperfect supervision and evaluation mechanism,etc.By targeted learning the advanced experiences from the model of popularization of preschool education in India and Brazil,the training of preschool teachers in New Jersey,the United States,the establishment of quality supervision systems for preschool education in UK and OECD countries and in the light of the actual situation of the region,it puts forward a series of feasible suggestions: First,establishing an external support policy system for preschool education,rationalizing management system of preschool education within the education system,perfecting financial support system so as to attract more social capital to participate in the development of preschool education in rural areas by policies.Second,establishing a monitoring and evaluation guidance system that conforms to the regional reality and also serves as a consultant,and choosing a more diversified evaluation model that values process evaluation and result feedback.Third,tightening the admission mechanism for preschool teachers,implementing a rotation system for kindergarten teachers in urban and rural areas,and relying on vocational and technical schools to enrich the preschool teachers.Fourth,protecting the rights and interests of preschool teachers in private kindergartens,and supporting to guide the healthy and orderly development of private kindergartens.In addition,it also puts forward a series of feasible opinions and suggestions,such as giving more publicity,and popularizing the concept of preschool education jointly built by home and kindergarten,and exploring the collectivized school-running mode in rural areas,which will promote the healthy development of rural preschool education in this region and form replicable experience in the development of rural preschool education.
